The Orange County District Attorney’s office charged contractors with underpaying workers and failing to pay state taxes for work on Pacific Amphitheater between 2013 and 2015. Prosecutors allege that workers were not paid prevailing wage and fraudulent records were created to conceal the fraud. Prosecutors also allege that another company named in the suit submitted forged apprenticeship certificates.
